Utility Rebate Programs

Identify the utility serving your address and use its official program rules to check eligible work, funding and application requirements.

Program status checked October 6, 2026. Federal homeowner credits 25C and 25D are unavailable for new installations after December 31, 2025. Maryland HEAR and HOMES rebates have not launched. On September 30, 2026, the Maryland Energy Administration submitted updated applications for both programs to the U.S. Department of Energy. Confirm current utility funding before committing to work.

Other electric utilities

Choptank Electric Cooperative serves members on the Eastern Shore. Its CHOP-A-Watt Home Energy Saver Program is income-qualified and available on a first-come, first-served basis.

Gas utilities

BGE, Washington Gas, and Columbia Gas of Maryland serve major parts of the state. Smaller providers serve some communities. Check the gas provider on your bill for current offers related to gas equipment; an electric program does not establish eligibility for gas equipment.

How EmPOWER incentives work

Maryland’s EmPOWER programs vary by utility. Some offers require an enrolled contractor, a home energy assessment, or approval before work starts. Ask how the incentive affects your quoted price and who receives the payment. Check the linked program page for updates.

  • Is funding open for this exact upgrade?

  • Must I use an enrolled contractor or get approval first?

  • Who receives the incentive, and is it shown on my quote?

  • What documents and deadlines apply?

Maryland HOMES and HEEHR: not yet available

As of September 30, 2026, Maryland’s Home Energy Rebates programs have not launched. The Maryland Energy Administration (MEA) submitted updated applications for the HOMES and HEEHR programs to the U.S. Department of Energy on September 30. The launch timeline depends on the department’s review and approval. No savings example on this site assumes a future rebate will pay for work started now.

Utility and local programs

Check your delivery utility or municipal utility for eligible upgrades, participating providers and open funding. City assistance may have separate income, property or location requirements. A city climate plan alone is not evidence of a homeowner rebate.

Combining incentives requires confirmation

Ask each administrator whether another incentive is allowed and how it changes eligible project costs. Do not add advertised maximums together: funding sources, cost limits, equipment rules and duplicate-payment restrictions can overlap. Obtain the program names and itemized savings in writing before signing.

Build a project-specific budget

  • Get the full installed price, including required electrical, duct, permit and related work.

  • Confirm the exact program, eligible equipment and current funding.

  • Distinguish a contractor discount from a payment made directly to you.

  • Budget without any incentive that has not been confirmed for your project.

  • Evaluate expected energy savings using your home, usage and actual utility rates.

Delivery utility & retail provider

In competitive retail areas, your retail electric provider sells electricity and your delivery utility maintains the delivery system. Delivery-utility efficiency programs are tied to the premises served. Retail providers may separately offer their own promotions, demand-response terms or solar buyback plans; those depend on your retail contract.
