Maryland City and Municipal Energy Programs

Use your service address to find municipal utilities and local assistance. City residency alone does not establish rebate eligibility.

Program status checked October 6, 2026. Federal homeowner credits 25C and 25D are unavailable for new installations after December 31, 2025. Maryland HEAR and HOMES rebates have not launched. On September 30, 2026, the Maryland Energy Administration submitted updated applications for both programs to the U.S. Department of Energy. Confirm current utility funding before committing to work.

City programs and utility programs may overlap

A municipal utility may be both the electricity provider and the program administrator. Do not count a municipal utility rebate as a second city rebate unless a separate program actually exists and allows the combination. Local assistance also depends on funding, property and household requirements.

Baltimore area

Baltimore City and Baltimore County

Check BGE’s residential programs if BGE serves your address. Baltimore County also lists an Energy Conservation Devices Tax Credit for qualifying systems.

Central Maryland

Annapolis area

Anne Arundel County

Check Anne Arundel County’s property tax credits if your property is in the county. These credits reduce county property tax liability; review the application for eligibility and deadlines.

Western Maryland

Rural Eastern Shore

Choptank Electric service area

Check Choptank’s CHOP-A-Watt Home Energy Saver Program. Confirm that your address and proposed work qualify

Frederick area

Frederick County

Check the Power Saver Retrofits Program if you’re a low- or moderate-income county resident. Confirm current eligibility and application status with the County.

Eastern Shore

If your city is not listed

Check your utility and local weatherization assistance provider. Ask for the program name, official eligibility rules and current funding status. We do not assume that every city offers its own cash rebate.

Montgomery County

Rockville, Silver Spring and nearby communities

Check Montgomery County’s residential energy incentives and Electrify MC if your home is in the county. The County describes some. Confirm that the specific equipment and project qualify under both programs.

Washington, D.C. suburbs

Prince George’s County

Largo, Bowie and nearby communities

Check the County’s Clean Energy Program. Eligibility is limited to designated Energy Resiliency Communities and specific utility customers.
